As a descendant of those touched by the goddesses, catalysts for evolution, he is most accurately described as a slight evolutionary offshoot adapted to his bioluminescent home underground. What Groscians call their "light" is the piece of a human's soul that was touched when humans were brought into existence in Kaspar's world. The breath of life in a new world, in a sense. Only biomagic.
Kaspar's light is strong enough and he has trained hard enough that compared to normal humans he is noticeably stronger, faster, and more resilient, but he is still very much a mortal and subject to many of the same ills/injuries as any human.
Light works similarly to mana. It is a recoverable internal resource given rest and time, but there is only so much that can be expended at one time. As it gets closer to being depleted, it becomes very painful to use. And using it all up is fatal. You never know exactly how much you have, but the pain increases so much that most people pass out before they ever reach that limit.
Because of Kaspar's past, having been pushed to his excruciating limit too many times to count, he has an insane amount of light control, combat integration with this ability, and is more aware than most of his limits. This makes his stupidly high pain tolerance a dangerous thing, should he ever push it too far.
Aside from the light's influence: He can breathe more easily in lower oxygen levels, his blood is slightly darker at normal oxygen levels (and his body can replenish it faster/he can lose more of it without dying), and he has better vision in dim lighting. But this all comes at a cost, since he is weakened to nearly a normal human in direct sunlight (albeit a well trained one), tires more easily in dry/sunny weather (while costing more light to use any abilities). Also, he sunburns more quickly. He will probably look for sunglasses once he learns what those are.

The metals used in his weapons were all crafted with his blood. This allows him to feel their presence using what his country refers to as a person's "light." They all feel distinct to him, almost like unique people. The closer he gets, the more accurately he can feel them. Farther and farther away, it becomes more like a game of hot or cold until out of range (which depends on amount of blood and how integrated it is within each item --his rifle is largest and has the most so it would have the longest range).
Groscians believe this light to be a gift from Orm himself. The ability to use one's light on inanimate objects is as varied and unique as the people themselves. They all revolve around being able to control/enhance weaponry or tools that have been infused or crafted with their blood. With the exception of some twins throughout history, only the person whose blood is in said weapon/tool will allow it to function.
Not everyone has the ability to use their light, and some have little to none of it to begin with. The strength of light varies so much that many are fairly useless in actual combat. Groscians still produce bloodless weapons as well. Most soldiers are lucky to have a single bloodletting weapon. But Kaspar was originally primed for the Ormsguard, the elite bodyguards of the Avus like his brothers. When he reached adulthood, his weapons were all finely crafted, custom bloodlets to take advantage of his skilled marksmanship and hand to hand combat.
The only way he's ever been able to use his light is by moving his body or making certain sounds to shift the trajectory of his weapons/bullets, spin them, stop them, recall them back to his hand, light them up like fireflies, or blow them up (last resort). Said movements and sounds are random and whatever he feels in the moment will work (clapping, jumping, calling them by name, etc). Stopping them suddenly in the air takes more out of him the faster it's going.
His weakness is in his inability to use his light to increase velocity enough for more than a shallow stab of his dagger with the nod of his head or a laugh. Hence why he generally combines it with the propulsion mechanisms of guns or throwing/kicking things around in a fight. He mostly uses smaller weaponry such as daggers and bullets because the more mass, the more light and concentration it takes for him to use this ability.
These abilities only work on inanimate objects or materials that he has bled on enough-- metals, stone, and dirt are the most effective. He only has fine control over weapons actually crafted with his blood, but can manage some minor stuff just by getting enough blood on something. If he bleeds on a rock for example, he will be able to sense it dully for some time (relative to amount of blood) even from a short distance. While nearby it, he could probably nudge it along the ground or make it glow faintly (even fainter than his skin at night). This ability extends up to enough to tug on, say, an enemy's sword or armor if he really needed the edge, and the more layers of blood the stronger the pull he'll have (though he still tends to use it subtly if he thinks what he's fighting might be smart enough to figure it out).
Also yes, his blood glows in the dark for a few minutes after it leaves his body.

- Takes apart and cleans his weapons regularly, as they've been a constant in his life for a long time even if he doesn't like fighting or using them to kill anyone. They're a comfort as they've kept him alive in more than one close call, and he wouldn't hesitate to use them in defense of other's lives.
- Carried a small flask of his blood when going into an actual warzone/fight, and might do the same to fight things like monsters/etc, but will refuse to kill people if he can help it (even if that means putting himself in more danger).
- Everything in here is largely IC knowledge of his EXCEPT where it relates to the sun and the goddesses since he has never encountered them in canon and only knows the Groscian version of history. Technically, there are plenty of people that are on the same power level of 'normal' humans that he knows his own strength in relation to them. The sun will be a swift lesson, most likely.

he also did some glĂma/wrestling as a sport when he was around 14-16 (and would be prone to defaulting to this with people he knows/believes to be far weaker than him if they really wanted to try and hurt him)
